The Squadron Communications Officer
The Communications officer of the 83rd Composite Squadron is Maj. William Leeper. Maj. Leeper in his role reports directly to the Deputy Commander for Seniors. In this role, Maj. Leeper is responsible for the below.
Duties of the Communications Officer
Maj. Leeper is responsible for providing internal communications capabilities. That includes to provide commanders with the means to conduct the missions of CAP both during normal conditions and when commercial infrastructure is unavailable or unsuitable, therefore including commanders in the organizational chain of command, operational mission chains of command, and special activity chains of command. The CAP comm system provides a continuity of operations capability when commercial infrastructure fails, such as allowing commanders, at each echelon, the ability to communicate with superior and subordinate commanders. In addition, the CAP comm system may also provide support to “customer” agencies where it does not conflict with the primary purpose. All message traffic must be of, or pertaining to, the business of Civil Air Patrol or its customer agencies. For the purposes of CAP, communications refers to radio communications.
Communications Officer Advancement Requirements
As with all specialty tracks within Civil Air Patrol, the person in this role must meet certain requirements and fulfill certain criteria in order to advance through technician, senior, and master levels with each level progressively adding additional duties and responsibilities.
